IMHO, what stops it from being really good is that the Clevland is one tier short of getting the +60% benefit out of Manual Fire Control for Secondaries. I tried a secondary build and I think a Cleveland secondary build is not really worth it because it doesn't benefit from T7 Manual Secondaries skill boost and the fact the main battery is way more accurate and has a good RoF. Upgrade? Secondaries Battery Mod 2 is used to improve their performance. I don't have a Manual Secondaries Trait captain on her, so I can't tell the effectiveness with it, but I expect it to do better. Unless you're plinking an easy to hit BB at range, Cleveland is a Brawler anyways.īFT+AFT are the core abilities. A Secondaries Build Cleveland still has powerful AA but its range is 6.0km instead of 7.2km of a true AA Build. In Captain Traits, both BFT+AFT benefit both Secondaries and Anti-Aircraft capabilities. With Mike Yankee Six signal flag, it goes to 7.6km. The range is nice, because it's actually longer ranged than same tiered Battleship New Mexico and is equal in range to Tier VII Nagato. Cleveland has a far stronger Secondaries Battery, the best range, decent ROF. They are too few in guns, too slow ROF, shorter ranged. The other Tier VI Cruisers have nowhere near the level of Secondaries Battery as her. There's several things going for Cleveland in a Secondaries Build, at least theoretically:
